Notice of Race

The V Carnival Race for the 49er and Finn Classes, Spanish Championship for Mistral M & W Classes will be held in the Bay of Cadiz Puerto Sherry (Puerto Santa Maria) from 25th to 28th February 2005, both inclusive, the Spanish Cup for the Mistral Junior and Andalusian Cup for the 420, Laser St., and Radial Laser Classes between 26th to 28th of February. This Event is organised by the Andalusian Sailing Federation with the collaboration of the Royal Spanish Sailing Federation and it is considered to be a Grade 3 race by the ISAF.

1 RULES

1.1 The race will be governed by the "rules" as defined in the Racing Rules of Sailing 2005-2008, RRS
1.2 The Appendix P (RRS) will be applied. (Except for the Mistral Class)

1.3 The personal buoyancy may be required for the coaches and support personnel to the sailors at all times while afloat.

1.4 If there is a conflict between languages the Spanish text will prevail.
 In case of conflict between the Notice of Race and the Sailing Instructions, the latter will prevail.

2 ELIGIBILITY 

2.1 All the sailors are required to comply with the Eligibility requirements of the ISAF (Regulation 19) and the Prescriptions of the RFEV

2.2 The competitors in the Spanish Championship and Spanish Cup will be member of their Class.

2.3 The Spanish Cup of Mistral Junior Class is a event closed to sailors using Mistral OD boards and sails measuring 6.6m or less and born in or after 1988

2.4 In the Mistral M & W Classes, a Youth Division will be constituted when there are at least  10 youth sailors  (born in or before 1984).

3 ADVERTISING

3.1 The Regatta is classified as Category C (Regulation 20 ISAF).

3.2 Advertising may be required according to the Regulation 20.3(d)(i) and 20.3(d)(ii) of the ISAF.

4.2 The Organising Committee has reserved the right to accept later entries.

4.3 The entry fees are:

 The entry fees shall be paid during the registration in the Race Office.

5 REGISTRATION

5.1 Each competitor shall register and sign the registration form in the Race office before 11:30 of the 25th of February, except for the Mistral Junior, 420, Laser St and Radial Laser Classes which are to do so before 11:00 on the 26th.

5.2 Each competitor shall produce the following documents  before the end of the registration period.

  •  2005 Federation Licence  (For the Spanish Sailors)
  •  2005 Class Card.(For the competitors in the Spanish Cup & Championship of the Mistral Class).
  •  Measurement form signed by the official measurer (Only for the Mistral Class).
  •  Evidence of valid third party insurance with a minimum covert of €300,506
  •  Payment of the Entry Fees. (Where applicable).

6.2 Number of scheduled races are: 12 races for the Mistral M/W and Finn Classes, 16 races for the 49er Class and 9 races for the rest of the Classes. 2 Races are required to be completed to constitute a series.

6.3 The last possible warning signal on Monday 28th is 16:00 h.
 
7 RACING FORMAT

7.1 All the Classes shall sail as one fleet.

8 STAMPING OF EQUIPMENT (Only for the Mistral Class)

8.1 The programme for stamping the sails and equipment is described in the NR 6.1

8.2 Only the following items will be stamped.:

1 board, 2 sets of sails, 1 mast, 1 boom, 1 centreboard  and 1 fin.

9 SCORING

9.1 The Low point System of Appendix A will apply with the modifications described in the Sailing Instructions.
 
10 PRIZES

10.1 Royal Spanish Federation plaque to the winner of the Spanish Cup & Championship of the Mistral M/W and Junior Classes. The rest of the trophies will be published on the official notice board at the beginning of the Event.

11 SELECTION

11.1 The Spanish Championship/Cup for the Mistral M/W and Junior Classes is a qualifying  event for selection of the 2004/2005 National teams. The Andalusian Cup for 420, Laser St., Radial Laser Classes is a qualifying event for the selection aof the Andalusian Team (04/05).

12 DISCLAMER OF LIABILITY

12.1 All those taking part in the V CARNIVAL RACE do so at their own risk and responsibility.

12.2 The Organising Committee, the Committees or any party involved in the organisation of the event disclaims any responsibility whatsoever for any loss, damage, injury or inconvenience that might occur to persons or goods, both ashore and at sea, as a result of taking part in the races covered by this Notice of Race.

12.3 Attention is called to the RRS Fundamental Rule 4 in Part I of the RRS, which states:

 "The responsibility for a boat's decision to participate in a race or to continue racing is hers alone"
